Pennsylvania State Rep. Jesse White (Dem.-46th District) describes problems associated with abandoned oil and gas wells. The current Marcellus shale drilling and fracking rush is taking place in an area with a long history of oil and gas extraction, including up to 970,000 oil and gas wells drilled across the state. The costs of plugging a Marcellus well can be as high as $700,000 per well, and because cement breaks down over time, the plugs must be replaced every 20 years according to experts, meaning that the costs associated with drilling and fracking will continue to mount over time.
